SUMMARY: This position reports directly to the Community Development Program Administrator and is responsible for assisting with Community Development activities and projects in an efficient, effective, and timely manner within established guidelines by performing the following duties.

ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned.

  • Assists in evaluating the eligibility and activities in accordance with the National Program Objectives.
  • Assists participating jurisdictions, County Commissioners’ Court, and other Subrecipients in documenting eligibility with National Program Objectives.
  • Responsible for ensuring eligibility of invoices and processing of invoices for payment in an efficient and effective manner.
  • Responsible for general record keeping and file documentation in an efficient and effective manner.
  • Assists in preparing and submitting reports as required by HUD, Commissioner’s Court, and Community Development Program Administrator.
  • Assists in the solicitation and preparation of CDBG Public Service, Public Facility, and ESG Grant program applications and contracts (with County Attorney review), and provides technical assistance/training for all Subrecipients.
  • Assists in maintaining and monitoring financial records and expenditures by Subrecipients to ensure the County meets its annual timeliness schedule.
  • Assists in developing and implementing monitoring instruments and methods and establishing policies and guidelines for Subrecipients.  Responsible for monitoring Subrecipient projects, including site visits with Subrecipients to observe compliance with Housing and Urban Development (HUD) and County policies and regulations.
  • Provides program data and information to the public, to non-profit and community organizations and to participating cities.  Updates dept website with required information and various postings.  Communicates directly with Director and various Dept heads.
  • Assists in the First-time Homebuyer and Homelessness Grant Programs.
  • Attends various meetings, seminars, and training workshops, as required.
  • Performs other duties as assigned.

EDUCATION and/or EXPERIENCE: High school diploma or general education degree (GED); or one to three months related experience and/or training; or equivalent combination of education and experience, and knowledge of Housing and Urban Development (HUD) rules and regulations preferred.

LANGUAGE SKILLS: Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations.  Ability to write reports, business correspondence, and procedure manuals.  Ability to interact and work directly with Executive Directors, City Managers/Mayors, and the general public.

MATHEMATICAL SKILLS: Ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations.  Must be able to use 10-key calculator and be proficient in excel.  Ability to balance reports and verify calculations are correct.

REASONING ABILITY:Ability to define problems, collect data, establish facts, and draw valid conclusions. Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.

ADDITIONAL SKILLS AND QUALIFICATIONS: Skill in effectively meeting with and dealing with the general public. Strong computerized spreadsheet skills with emphasis on formulas and calculations. Skill in composing and drafting letters, memorandums, and other correspondence. Strong organizational skills with emphasis on details, follow-up, and coordinating schedules.
