Work Hours

The Director works at least forty hours a week, under stressful conditions, to accomplish the job.

Appointed and supervised by the judges trying criminal cases in the district and county courts of Brazoria County.

General Statement of Job

Under limited supervision within broadly outlined objectives, performs highly responsible correction and public administration work directing the overall operations of the CSCD, including all programs, grants, and contracts for services.

Essential Duties and Responsibilities

Plans, develops, coordinates, implements and evaluates a variety of community-based correction programs for individuals assigned to such programs by the courts, including adult probation, specialty court grant programs, victims’ services grant, bond supervision services, community service restitution, monitoring programs and various associated education and counseling programs.

Responsible for long-range planning and budget development and administration for the Department, and for serving as a community resource for matters related to community-based correction programs.

Supervises a professional staff with delegated responsibilities for various programs, and is responsible for routine personnel administration functions for the staff.

Ensures adherence to applicable federal, state and local laws and regulations, and established policies, procedures and standards;

Oversees activities of Department personnel through direct or delegated supervision of various programs, ensuring that established policies, procedures and programs are planned and implemented in accordance with needs of the community relative to budgetary limitations, and according to directives of the District and County Criminal Court Judges and state authorities; reviews, develops and implements policy and procedures, as necessary, to improve Department efficiency; reviews various reports, including activity and budget reports, and approves actions or makes recommendations as to procedure.

Works in cooperation with judges and advisory groups in planning the progressive development of the Department, including new or expanded services; oversees and participates in development and execution of strategies and programs to establish and maintain positive image and relations between Department programs and the community.

Prepares and submits annual budget proposals; administers budget, ensuring proper general ledger monitoring, and processing of accounts payable and receivable; reviews all contracts entered into by the Department pertaining to community-based correction issues, and advises County officials based on correction and public administration expertise.

Researches, coordinates and prepares grant proposals, or delegates responsibility for same, to obtain available government funding for various programs and projects administered by or through the Division; administers grant appropriations, maintaining records and preparing reports for submission as required by funding authorities; maintains files of grant sources and supporting data.

Assigns, directs and supervises activities of professional staff and, through delegated responsibilities, technical and clerical staff, ensuring adherence to established laws, regulations, policies and procedures; assists and advises subordinates, as necessary, resolving problems as non-routine situations arise.

Administers routine personnel matters affecting direct subordinates, including recruiting, interviewing, hiring, training, assigning, scheduling, granting leave, appraising and disciplining, submitting such records and reports as required.

Serves as liaison between County and local, state or federal agencies or programs involved with issues pertaining to probation and other community-based correction programs; confers with program or agency officials, attends meetings and provides input based on correction and public administration expertise, reviews literature and other information, and applies acquired knowledge and information to needs of Department programs or projects.

Attends seminars, conferences, workshops, classes and lectures, as appropriate, to enhance and maintain knowledge of trends and developments in the field of probation and community-based correction programs; reviews professional journals and legislation, attends association and professional meetings, and otherwise maintains contacts with correction professionals to facilitate exchange of information.

Regular and punctual attendance is required.

Performs other related work as required.

Education, Experience, and Licenses

Master's degree in criminal justice, public administration or a related field and minimum 6 years of progressively responsible experience in a community-based corrections program administration and supervision; or an equivalent combination of education and related experience required. Must also be able to meet the eligibility requirements for community supervision officers (CSOs) established under law.Knowledge, Skills, and Abilities

  • Has thorough knowledge of the policies, procedures and standards of the Community Supervision and Corrections Department.

  • Has thorough knowledge of the principles and practices of community supervision and public administration.

  • Has thorough knowledge of state and local laws, policies, procedures, rules and regulations applicable to administration of community-based correction programs.

  • Has thorough knowledge of federal, state and local laws, ordinances, rules and regulations governing specific probation and other community-based correction programs administered by the Department.

  • Has thorough knowledge of the funding sources and programs available through local, state and federal funding agencies for development and/or operation of community-based corrections programs, and of the requirements and standards for obtaining and retaining local, state and federally funded programs.

  • Has thorough knowledge of the ethical guidelines applicable to the position as outlined by professional standards and/or federal, state or local laws, rules and regulations.

  • Has thorough knowledge of the principles of organization, supervision and administration.

  • Has considerable knowledge of a variety of other programs administered through local, regional and state human services agencies or volunteer groups.

  • Has considerable knowledge of social and economic factors in the community and the motivation factors and needs of legally delinquent adults.

  • Has considerable knowledge of counseling practices and cognitive behavioral programs.

  • Has considerable knowledge of the literature, trends and developments in the fields of public administration and community-based corrections administration.

  • Is skilled in the collection, analysis and presentation of statistical and technical data.

  • Is skilled in effectively expressing ideas orally and in writing.

  • Is able to use common office machines, including computer-driven word processing, spreadsheet, graphics and file maintenance programs.

  • Is able to plan, assign, direct and supervise activities of a subordinate professional staff.

  • Is able to plan, develop, implement and administer a comprehensive community-based corrections program consistent with applicable laws and regulations, community needs and budget limitations.

  • Is able to provide leadership and to supervise the planning, development and establishment of new, modified and/or improved programs.

  • Is able to analyze and interpret policy and procedure, and to resolve complex problems and questions.

  • Is able to establish and maintain a variety of moderately complex files and to prepare reports from them.

  • Is able to develop and administer programmatic operating budgets, including ensuring proper maintenance of accounting records and reporting.

  • Is able to make effective oral presentations before large groups of people.

  • Is able to work in a consulting capacity with corrections, criminal justice, law enforcement and human services professionals at a variety of levels of authority and influence.

  • Is able to exercise considerable tact, courtesy, discretion, firmness and fairness in contact with program clients, correction, criminal justice, law enforcement and human services professionals, vendors and the general public.

  • Is able to exercise considerable discretion in handling confidential files.

  • Is able to establish and maintain effective working relationships as necessitated by work assignments.

    Must be physically able to operate a variety of office equipment, including computers, typewriters, printers, calculators, facsimile machines, etc. Must be able to exert a negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects. Sedentary work involves sitting most of the time, but may involve walking or standing for periods of time.

               $99,006 - $118,216.

               Commensurate with education and experience to be determined by the Judges;

     The CSCD is an at-will employer, and the Director serves at the pleasure of the Judges trying criminal cases in the District and County Courts of Brazoria County.
