Applications and Rules

The Brazoria County Parks Department is responsible for processing county beach and county park vendor permit applications when a mobile vendor business is conducted at one of our parks or on the Follett's Island beach in an area between the line of mean low tide and the natural vegetation line on the sand. Mobile businesses behind the vegetation line are prohibited by the dune protection ordinance.

Brazoria County has approximately 13 miles of beach and 10 parks in its jurisdiction. The county and state law allows for vendors to be stationary on the beach or in the park during the day, but each evening at dusk you must remove your concession. NO ONE WILL BE ALLOWED TO KEEP THEIR UNITS ON IN A PARK OR ON THE BEACH OVERNIGHT.

Brazoria County is interested in vendors that provide a needed service to the beach or park visitor, such as food and drinks. Each application will be reviewed and rated on its usefulness to our visitors, its attractiveness, cleanliness, quality and quantity of items, and frequency of service.

If a vendor is interested in selling at one of our staffed parks (Quintana, San Luis Pass, or Camp Mohawk), they must contact that specific park directly after receiving their permit from the Brazoria County Parks Department headquarters office in Angleton.

Sale or rental of motorized equipment or vehicles of any kind is prohibited.

Penalty for operating an unlicensed business on a public beach can be up to $200.

Mass Gathering Information

A beach mass gathering means a gathering that is held outside the limits of the municipality on a Brazoria County beach that attracts or is expected to attract more than 200 individuals who remain at the meeting location for more than two (2) continuous hours.

An application from the coordinator, manager, organizer, or promoter of such an event must be filed with the Brazoria County District Attorney's Office, Civil Division, (111 East Locust, Suite 513A, Angleton, Texas, 77515) a minimum of forty-five (45) days before the event.

The County Judge will hold a hearing on the filed application no later than 10 days prior to the event. The promoter and/or the promoter's representative identified in the application must attend the hearing and be prepared to testify about the filed application and event.
